Day-to-day operating rules the board adopts under the authority of the CC&Rs, without a full membership vote.
Rules and regulations are the operational policies a board adopts to implement the CC&Rs — pool hours, parking, trash, and similar day-to-day matters. Unlike CC&R amendments, the board can usually adopt or change rules on its own, within the authority its documents grant.
To be enforceable, rules should be reasonable, consistent with the CC&Rs, adopted properly, and communicated to owners. They sit at the bottom of the governing-document hierarchy but shape daily community life.
