A meeting where an owner can respond to an alleged violation before the board decides on penalties.
A hearing is the owner's opportunity to be heard before the board imposes a penalty such as a fine or suspension. It's a key due-process step: the owner can present their side, and the board considers it before deciding.
Hearings are often held in executive session to protect the owner's privacy. Offering a genuine hearing — and documenting it — makes enforcement fair and defensible. Many states and governing documents require one before fines take effect.
