A fine is a monetary penalty the association levies for a rules violation. To be enforceable, fines must be authorized by the governing documents or law, reasonable, imposed through a consistent process, and preceded by proper notice and usually a hearing opportunity.
Fines are a tool of last resort in good enforcement — most issues resolve at the reminder or cure stage. Applied fairly and uniformly, they support compliance; applied selectively, they invite disputes and legal risk.
